Dems Move To Defund ICE Following Shooting

The death of Renee Nicole Good in Minneapolis has sent shockwaves through Capitol Hill—not just for what happened, but for what it has unleashed. In the wake of the ICE-involved shooting, Democratic lawmakers have erupted with fury, unleashing a coordinated barrage of attacks on Immigration and Customs Enforcement (ICE) and Homeland Security Secretary Kristi Noem, with some now calling openly for both defunding and impeachment.

The rhetoric is no longer just emotional—it’s strategic. It’s also revealing.

Rep. Delia Ramirez, D-Ill., pulled no punches, calling the shooting a targeted killing of a white U.S. citizen and accusing ICE of lying about the details. “They’re disappearing people off the street,” echoed Rep. Alexandria Ocasio-Cortez, D-N.Y., inflaming an already boiling atmosphere with rhetoric better suited for dystopian fiction than legislative chambers. Their outrage was sharpened by the fact that Good, the woman at the center of the incident, was not an undocumented immigrant or fugitive—but a citizen. That detail has become a lightning rod for progressive Democrats who are now pushing hard for ICE to be reined in or dismantled altogether.


Rep. Robin Kelly, D-Ill., took things even further, vowing to introduce articles of impeachment against Secretary Noem, accusing her of “obstruction of justice” and “self-dealing,” and tying her to alleged past law enforcement abuses in Chicago. The charges are broad, and the chances of success slim—but politically, the move sends a loud signal: Noem, and by extension the Trump administration’s enforcement agenda, is now squarely in the Democrats’ crosshairs.

But this surge of emotion is creating a real headache for Democratic leadership. Just days ago, Senate Minority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries downplayed talk of ICE defunding, trying to keep party focus on the Affordable Care Act and other domestic priorities. Now, the left flank of their party is threatening to block funding for the Department of Homeland Security entirely unless ICE is reined in—an ultimatum that could throw the entire budget process into chaos.

Sen. Chris Murphy, D-Conn., made it clear: “Democrats cannot vote for a DHS budget that doesn’t restrain the growing lawlessness of this agency.” Rep. Pramila Jayapal went even further, calling ICE agents “illegal killers” and labeling the agency a “rogue force.”

That phrase—rogue force—is worth pausing on. It’s the culmination of years of escalating rhetoric, from “abolish ICE” bumper stickers to floor speeches branding the agency as inhumane. Now, one incident—however tragic and controversial—has become the rallying point for what many on the far left see as a long-overdue reckoning.

But here’s the core question lawmakers are dancing around: Was this a justified use of force or not? Homeland Security, backed by video evidence, maintains that Good attempted to use her vehicle as a weapon, ignored repeated commands, and escalated the encounter to a deadly level. The agency has labeled the incident “domestic terrorism”—a designation meant to signal not just intent, but danger.

Yet to the progressive wing of the Democratic Party, the facts seem secondary to the narrative. ICE, in their eyes, is an enemy institution, and this incident is the match they’ve been waiting to strike.
