Hochul Unveils Mascot

New York’s new policy banning cell phones during school hours might be one of the few things educators, parents, and even students could grudgingly agree on: less distraction, more learning. But if Gov. Kathy Hochul hoped to turn that sensible policy into a PR win, her chosen messenger just tanked the grade.

Enter “Frankie Focus”—a fuzzy, Sesame Street-style mascot rolled out to promote the “bell-to-bell” ban. Supposed to embody concentration and school spirit, Frankie instead landed like a lead balloon. Even those who support the ban are shaking their heads at the governor’s tone-deaf rollout.


“It’s completely tone deaf,” said Moshe Spern, a Queens high school teacher. “We all agree that the cell phone ban would be great for students and learning. But having a silly cartoon character be the focus of the promotion loses the target audience: middle school and high school students. Having a cartoon character thrown in their face is not going to make them happy. It insults their intelligence.”

Parents aren’t impressed either. “The use of a mascot doesn’t appeal to parents and certainly not high school students. It doesn’t appeal to me,” said Yiatin Chu, a high school parent who nonetheless backs the policy itself. “I’m not sure the mascot helps her cause.”


The problem is obvious. Middle and high schoolers aren’t five-year-olds. A felt puppet with googly eyes isn’t going to make teenagers embrace a policy they already resent. If anything, it gives them something new to mock. Worse, Hochul has refused to disclose how much taxpayer money was spent on the fuzzy figure—a detail sure to fuel criticism that Albany is once again wasting dollars on theatrics instead of practical enforcement.

The cell phone ban itself is a serious matter. Teachers are debating whether it should allow limited access during study periods for laptops or phones used for research. Parents worry about safety and communication. Those are real issues that deserve thoughtful discussion.


Instead, New York got a cartoon.
