In a bold move that is already sending shockwaves through Washington, Director of National Intelligence Tulsi Gabbard has declassified a Biden-era domestic terrorism strategy that critics say reveals a sweeping—and deeply troubling—attempt to politicize national security in the wake of January 6.

The document, formally titled the “Strategic Implementation Plan for Countering Domestic Terrorism,” was developed in June 2021 under President Joe Biden. It has now been released to the public thanks to Gabbard’s response to pressure from conservative watchdog America First Legal (AFL), which raised alarms about the weaponization of federal power under the guise of fighting domestic extremism.
AFL’s April 2 letter described concerns over how the Biden administration labeled certain speech—especially online—as “disinformation,” “hate speech,” or even “domestic terrorism.” Gabbard responded publicly just days later, assuring the group that she was already moving to shed light on what she referred to as the government’s abuse of intelligence powers. “We are already on this,” she posted, vowing to pursue “transparency and accountability to end the weaponization of our intelligence community.”

Confront the “long-term contributors” to domestic extremism.
But beneath the surface, the language of the plan reveals a troubling blueprint. The Biden administration tied its domestic terrorism strategy directly to policy goals that have long been politically charged—including gun control, private-sector surveillance partnerships, and even civic education with progressive overtones.
The plan pushes for:

Banning assault weapons and high-capacity magazines, aligning domestic terrorism prevention with one of the Democratic Party’s cornerstone gun control efforts.

Partnering with private tech companies to share information—raising clear concerns about surveillance, censorship, and First Amendment violations.

Education initiatives that claim to build “resiliency to disinformation,” but risk being used to push ideological narratives.

And even advancing COVID-19 inclusion efforts and boosting voter participation—objectives that seem far afield from a counterterrorism framework.
While conservative watchdogs like AFL have led the charge in uncovering this plan, the skepticism hasn’t been limited to the right. The ACLU, no ally of conservative politics, also expressed concern about the breadth and ambiguity of Biden’s strategy, warning that it appeared to grant the government “ever-expanding authority to surveil and monitor American communities.”
