House GOP Pushes ‘MAGA Act’ To Cut Dem Seats; Ukraine Sanctions Bill Faces Vote

Rep. Andrew Clyde is introducing a bill called the Make Apportionment Great Again Act to change how House seats are assigned. This proposal would count only citizens, not all people, when deciding representation for each state. Fox News reported that this move targets states with large immigrant populations ahead of the next election cycle. The U.S. census usually counts every person living within borders, regardless of legal status.

The bill relies on existing records to reapportion seats by 2027 instead of waiting for a new census. It would also add a citizenship question to the 2030 census count. Fox News noted that a 2024 report by the Center for Immigration Studies found immigrants added 14 seats to Democrat-leaning states. Republican states reportedly lost 10 seats because of these population shifts.

Legal challenges are expected because the Constitution requires seats to be allocated by “counting the whole number of persons in each State”. Critics argue the bill ignores this clear text. Rep. Yvette Clarke was caught on video saying she needed more people in her district for redistricting purposes.

House Democrats face a tough choice on a bill named for the late Lindsey Graham to sanction Russia and Iran. The measure would let President Donald Trump levy tariffs up to 500% on Russia and 100% on nations buying Russian energy. On Monday night, Fox News reported that the bill moved forward via the House Rules Committee. A full House vote is scheduled for Wednesday afternoon.

Many Democrats support Ukraine but worry the bill gives the president too much power over trade. Rep. Gregory Meeks, Rep. Richard Neal, and Rep. Don Beyer issued a joint statement on the issue. Their declaration stated that House Democrats are rock solid in their support for Ukraine, but the Lindsey O. Graham Sanctioning Russia and Iran Act would cause more damage than benefit. They fear the expanded tariff authority will hurt American families.

House Minority Leader Hakeem Jeffries told reporters they must find a path forward that respects Congress’s power. He noted the Supreme Court recently made clear that tariff authority belongs to Congress, not the president. The Washington Examiner reported that Democrats also plan to force a vote to end the war in Iran this week. Retiring Rep. Al Green announced he will force a vote on impeaching Trump over immigration enforcement.
